Kate Norman represents electric and natural gas distribution utilities in a variety of complex administrative matters before the Public Utility Commission of Texas and Railroad Commission of Texas and provides counsel regarding a range of issues facing regulated utilities. Kate’s experience before the Public Utility Commission includes representing clients in base rate proceedings, Distribution Cost Recovery Factor filings, proceedings related to cost recovery for temporary emergency electric energy facilities, storm restoration cost filings, and certificates of convenience and necessity for generation and transmission facilities.
Kate’s representation of clients before the Railroad Commission of Texas includes base rate proceedings, interim rate adjustment proceedings and related appeals, defending the reasonableness of a natural gas distribution utility’s rates when challenged by a municipal regulatory authority and abandonment of natural gas service.
Kate has also represented natural gas distribution utilities in annual rate filings and rate case proceedings before the Arkansas Public Service Commission and an electric utility in rate cases and certificate of convenience and necessity proceedings before the New Mexico Public Regulation Commission.
